چکیده

The doctrinal definition of Information Operations (IO) focuses exclusively on offensive and defensive activities. This paper proposes extending the definition of IO to include information efficacy. Then it describes a new approach to military planning and execution called Anticipatory Planning. This approach seeks to merge planning and execution, and replaces reaction to events with anticipation of events, making more effective use of the information that is available during the conduct of military operations. This paper presents a methodology for the development of a prototype decision support system (DSS) for military decision makers, called the Anticipatory Planning Support System (APSS). This DSS facilitates indepth analysis of the voluminous data that is available to military decision makers during the course of operations. The paper concludes with an example of the application of Anticipatory Planning to intrusion response operations.

Implementation of the Anticipatory Planning Support System

A new approach to military operations, called Anticipatory Planning and Adaptive Execution, treats planning and execution as a tightly coupled, single process, and replaces reaction to events with anticipation of events. The Anticipatory Planning process accounts for the chaotic nature of warfare in which possibilities appear and disappear. With new information technologies, military planners s...

Intelligent information assistance for coalition operations

The challenge of ensuring that the right information is available to the right personnel at the right time and in the right format is becoming increasingly important as military forces adopt a vision of Network Centric Warfare and Operations. This is particularly true in a dynamic environment with prevalent uncertainty, where various types and sources of information must be consulted while the ...

Robust anticipatory stigmergic collision avoidance in multi-agent systems

Anticipatory Stigmergic Collision Avoidance (ASCA) is a reciprocal collision avoidance model in which agents interact by indicating intended future paths to other agents in their local environment. Other agents can then incorporate that information to guide their path planning decisions. Additionally, constraints such as restricted movements and noise are incorporated. Our evaluation showed tha...

Action coordination in groups and individuals: learning anticipatory control.

When individuals act alone, they can internally coordinate the actions at hand. Such coordination is not feasible when individuals act together in a group. The present research examines to what extent groups encounter specific challenges when acting jointly and whether these challenges impede extending planning into the future. Individuals and groups carried out a tracking task that required le...

Concept-Level Anticipatory Planning

The U.S. Military is investigating ways to take advantage of modern information systems, simulation techniques, and artificial intelligence methodologies to gain information dominance over potential adversaries. One of the research areas being explored is the implementation of a new approach to planning called “anticipatory planning and adaptive execution” that merges planning, execution, and m...
